エネルギー省（Department of Energy: DOE）は、「大学石炭研究を含む米国大学における石炭エネルギー研究及び歴史的に黒人の多い大学及びその他の少数派機関による研究の支援（Support of Fossil Energy Research at U.S. Colleges and Universities Including University Coal Research (UCR) and Research by Historically Black Colleges and Universities and Other Minority Institutions (HBCU/OMI)）」と題する公募の下、選出されたプロジェクトに最高160万ドルを提供することを発表した。国立エネルギー技術研究所（National Energy Technology Laboratory）が選出されたプロジェクト（最高4件の予定）を管理し、選出されたプロジェクトは、同研究所の大学研修及び研究（University Training and Research）イニシアチブの一環となる。
