ユーティリティ・ダイブ（Utility Dive）は11月24日、エネルギー省（Department of Energy）が提案したデータセンターなど大規模負荷の送電網接続に関する連邦規則の策定により、州と連邦の管轄権を巡り懸念が広がっていると報じた。州公益事業者消費者擁護協会（National Association of State Utility Consumer Advocates : NASUCA）は前例のない管轄権の拡大で不適切なコスト転嫁につながると批判し、全米公益事業規制委員会（National Association of Regulatory Utility Commissioners : NARUC）も負荷接続は連邦電力法（Federal Power Act）に基づき州の管轄であると主張した。全米州議会議員連盟（National Conference of State Legislatures）や独立系統運用期間のPJM系統（PJM Interconnection）や中西部独立系統運用者（Midcontinent Independent System Operator: MISO）も信頼性や法的な不確実性、また既存の州主導プロセスとの重複を問題視した一方で、データセンター連合（Data Center Coalition）は投資の予測可能性が高まるとし、条件付きで標準化を支持している。
