政府説明責任局（Government Accountability Office: GAO）は議会証言用に「重要インフラ保護　電磁気が電力グリッドにもたらす脅威に対する国土安全保障省の取り組みに関する予備的所見（Critical Infrastructure Protection: Preliminary Observations on DHS Efforts to Address Electromagnetic Threats to the Electric Grid）」を作成、公表した。それによれば、国土安全保障省（Department of Homeland Security: DHS）による取り組みは一般的に、①報告書の作成、②緩和努力の特定、③戦略開発及び計画、④訓練の実施、の4つに分類できるという。一方、2008年に「電磁パルス攻撃がもたらす米国への脅威の評価委員会（Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack: EMP委員会）」が本件に勧告を行っているが、DHSによる取り組みは本勧告への対応として行われたものではないという。GAOによれば、DHSは勧告に対処する法定上の義務はないが、それらを実践することは電磁気の影響を緩和する一助となり得るという。
