米国大学協会（Association of American Universities: AAU）は9月17日、9月15日までに留学生及び交流訪問者の滞在期間を一律で制限する連邦政府の新ルールに対し、マサチューセッツ連邦地区裁判所が施行期日を延期する差し止め命令を出したと報じた。長年運用されてきた「在学期間中の滞在許可」制度を廃止し、最長4年の固定期限を設けて、必要に応じた延長手続きを各自に求める国土安全保障省（Department of Homeland Security: DHS）による取り決めで、対象者は一度出国して再入国を申請するなど、高等教育機関から手続きに関する負担増加や学術交流の失速を懸念する声が上がっていた。裁判所の判決により新ルールの即時適用は阻止され、当面の従来の運用が維持されることになったが、関連団体はDHS決定に対する国民からの意見公募期間も32日にとどまるなど行政手続法（Administrative Procedure Act）にも違反していると提訴している背景もあり、AAUは今後も司法の判断の注視を継続し、留学生への支援と情報提供を継続していくと方針を示した。
