政府説明責任局（Government Accountability Office: GAO）が、下院国土安全保障委員会（Committee on Homeland Security）サイバーセキュリティ／インフラ保護／安全保障技術小委員会（Subcommittee on Cybersecurity, Infrastructure Protection, and Security Technologies）による公聴会発言用として作成した声明文によれば、連邦機関によるサイバーセキュリティ対策には、①リスクベースのサイバーセキュリティ・プログラムの設計と導入、②ITサービス契約業者の監督強化、などを含む様々な課題があるという。そして連邦政府全体のサイバーセキュリティを強化する取り組みとして、国土安全保障省（Department of Homeland Security: DHS）及び行政管理予算局（Office of Management and Budget: OMB）による複数の政府間イニシアチブを挙げている。
