政府説明責任局（Government Accountability Office: GAO）は、「製造における革新的技術：商務省は融資保証プログラムを実施するための取り組みを停止（Innovative Technologies in Manufacturing: Commerce Has Stopped Efforts to Implement Loan Guarantee Program）」と題する報告書を公表した。中小企業を支援するため、2010年に連邦融資保証プログラムが承認され、商務省（Department of Commerce）の経済開発局（Economic Development Administration: EDA）は、「製造における革新的技術のための連邦融資保証（Federal Loan Guarantees for Innovative Technologies in Manufacturing: ITM）」を実施するための策を講じていたが、議会が本件に関するEDAへの資金を撤回したことから、EDAは同プログラムの実施を停止した。EDAの高官は、ITMプログラムの取り組みを停止した理由について、①ITMへの需要は限定的、②融資企業の参加が不透明、と説明している。​
