米国物理協会（American Institute of Physics: AIP）は5月18日、連邦議会下院歳出委員会（House Appropriations Committee）がエネルギー・水資源開発歳出法案（Energy and Water Development and Related Agencies Appropriations Bill）を公表し、エネルギー省（Department of Energy）科学局（Office of Science）へ1％増の85億ドルを計上すると伝えた。政府が掲げるジェネシス・ミッション（Genesis Mission）支援に向け人工知能（AI）や量子研究、核融合科学、国立研究所への予算を増額したが、大統領予算案の15％減とは対照的な提案となった。また、国家核安全保障局（National Nuclear Security Administration: NNSA）に対し6.6％増額の270億ドルを計上したが、政府要求額328億ドルを大幅に下回った。さらに重要鉱物・エネルギー・イノベーション局（Office of Critical Minerals and Energy Innovation: CMEI）は前年度比4割削減となり、エネルギー高等研究計画局（Advanced Research Projects Agency–Energy: ARPA-E）も5,000万ドルの減額案が示されている。
