厚生省（Department of Health and Human Services）は、疾病の世界的大流行やその他の公衆衛生の緊急時に備え、先進の次世代換気装置の開発を支援する。この換気装置は携帯が容易で低コスト、医師や看護婦、その他の医療関係者が特別の訓練を必要とせずに利用できる簡易なものとなることを目指す。契約を受注するのは、フィリップス・レスピロニクス社（Philips Respironics）で、契約金額は1,380万ドルとなっている。厚生省の準備・対応担当次官室（Office of the Assistant Secretary for Preparedness and Response: ASPR）傘下のバイオ医療先進研究開発局（Biomedical Advanced Research and Development Authority: BARDA）が本プロジェクトを監督する。
