議会の要請を受けて米国研究評議会（National Research Council: NRC）が作成した報告書、「国立核安全保障局（National Nuclear Security Administration: NNSA）傘下の国立研究所における科学・工学の品質（The Quality of Science and Engineering at the NNSA National Security Laboratories）」によれば、3つの国立研究所（ロスアラモス国立研究所（Los Alamos National Laboratory）、ローレンス・リバモア国立研究所（Lawrence Livermore National Laboratory）、サンディア国立研究所（Sandia National Laboratory））における核兵器備蓄管理や不拡散の任務を支える科学・工学能力は健全かつ強固であるという。ただし、研究所での高度な業務を行う能力を阻害する可能性がある問題が複数あると指摘している。今回の報告書は、本件に関して二段階で発表される報告書の第二段である（第一弾は研究所の管理を分析したもので、2012年2月に発表された）。
