バイデン大統領は、商務省（Department of Commerce）傘下の米国標準技術局（National Institute of Standards and Technology：NIST）の長官及び商務次官（標準・技術）（Undersecretary for Standards and Technology）として、ローリ―・ロカシオ博士（Laurie Locascio）を指名した。ロカシオ氏は現在、メリーランド大学（University of Maryland）のカレッジパーク校（College Park）及びボルチモア校（Baltimore）で副学長（研究担当）（vice president for research）を務め、研究及びイノベーション事業を監督している。それより以前には、NISTで研究者、イノベーター、科学リーダーとしての長い経験を持っている。
