米国標準技術局（National Institute of Standards and Technology：NIST）は、「大統領及び議会向け要旨報告　連邦研究所の技術移転（2013年度）（Federal Laboratory Technology Transfer, Fiscal Year 2013, Summary Report to the President and Congress）」を公表した。本報告書には、連邦機関ごとの定量的測定基準及び質的指標が盛り込まれており、今回複数の新しい測定基準が加えられた。報告書によれば、①連邦研究所は、8,703件の共同研究開発契約（Cooperative Research and Development Agreement: CRADA）及び、2万5,379件のその他の研究関係を報告した、②5,307件の新規発明開示、2,507件の特許出願、1,909件の特許付与が行われ、5,492件のライセンスから約1億8,500万ドルのライセンス収入を得た、などが報告されている。
