運輸省（Department of Transportation）は、「コネクテッド自動車パイロット開発プログラム（Connected Vehicle (CV) Pilot Deployment Program）」の第一段（Phase I）として、「CVの概念開発（Concept Development of the CV）」に助成を行う広範な官庁公示（Broad Agency Announcement: BAA）を発表した。「CVの概念開発」は、予備的な提案アイデアを将来の設計・建設・試験及び運用に適した形で構造化された概念として開発することが目的である。パイロット開発プログラムの第一弾は最高12か月間をかけて実施され、その後、第二弾の「設計・建設・試験（Design/Build/Test）」、第三弾の「維持管理と運用（Maintain and Operate）」と続く。
