国防総省（Department of Defense）は1月6日、備蓄法（Stock Piling Act）及び連邦諮問委員会法（Federal Advisory Committee Act）に基づき、「戦略的重要マテリアル理事会（Strategic and Critical Materials Board of Directors）」の正式な発足を発表した。理事会は、任意ではない（non-discretionary）連邦諮問委員会で、国防総省の戦略的重要マテリアルのサプライチェーン確保及び国家防衛備蓄（National Defense Stockpile）の強化戦略について、国防次官（調達及び維持担当）（Under Secretary of defense for acquisition and sustainment）に助言する。理事会は、国防次官補（産業基盤政策担当）（Assistant Secretary of Defense for Industrial Base Policy）が議長を務め、国防総省、エネルギー省（Department of Energy）、国務省（Department of State）、商務省（Department of Commerce）、内務省（Department of the Interior）、下院と上院の軍事サービス委員会（Armed Services Committee）で指名された人物がメンバーとなる。国防総省は、2025年に理事会メンバーを任命し、最初の会合を実施する計画である。
