Duffy）は、これらの覚書について、議会の意図と行政手続法に反して前政権によって一方的に発表されたもので、温室効果ガス排出と公平な取り組みに関し、根拠のない高コストな負担を追加したと説明した。同長官は「基本に立ち返り、トランプ大統領のリーダーシップの下、国民と商業の安全な輸送に焦点を当てるインフラ整備を行う」と述べ、前政権の「過激な社会的・環境的アジェンダ」を排除する方針を明確にした。
