厚生省（Department of Health and Human Services: HHS）は11月19日、「提案規則に関する通知（Notice of Proposed Rulemaking）」を発表した。これは、2007年食品医薬品局改正法（Food and Drug Administration Amendments Act of 2007: FDAAA）の8章（VIII）の対象となる臨床試験の報告義務に関する規則提案で、臨床研究者がClinicalTrials.gov（国立医学図書館（National Library of Medicine：NLM）が運営する公的データベース）で臨床試験の登録と試験結果の要旨提出を行う際の義務を明確化している。
