米国研究評議会（National Research Council: NRC）は、「中・大型自動車の燃料消費及び温室効果ガス排出削減に関する報告：フェーズII（Reducing the Fuel Consumption and Greenhouse Gas Emissions of Medium- and Heavy-Duty Vehicles, Phase Two:）」と題する報告書を発表した。本報告書はNRCが2010年に発表した報告書（そのファインディングと勧告が、米国道路交通安全局（National Highway Traffic Safety Administration: NHTSA）と環境保護庁（Environmental Protection Agency: EPA）による中・大型車の燃料消費及び温室効果ガス排出に関する「フェーズI規則（Phase I Rule）」の一助となった）に続くものである。今回の報告書では、輸送燃料としての天然ガスの利用の拡大と、トレーラーにおける空力機器の利用の拡大などが勧告されている。
