政府説明責任局（Government Accountability Office: GAO）は5月22日、「運輸省、連邦高速道路局－州の電気自動車インフラ配備計画の承認を保留する通達への執行留保管理法の適用（U.S. Department of Transportation, Federal Highway Administration- Application of the Impoundment Control Act to Memorandum Suspending Approval of State Electric Vehicle Infrastructure Deployment Plans）」と題する判断文書を発表した。国家EV充電インフラ（National Electric Vehicle Infrastructure: NEVI）公式プログラムは、2021年に制定されたインフラ投資・雇用法（ Infrastructure Investment and Jobs Act）の下、2022～2026年度に資金が拠出されるプログラムで、2025年2月5日現在、50州、ワシントンDC、プエルトリコが資金受益に必要な計画書（2022～2025年度分）を提出しているが、運輸省（Department of Transportation）の連邦高速道路局（Federal Highway Administration: FHWA）は2月6日、NEVI公式プログラムについて発表済みのガイダンスを全て中止し、提出済みの全ての州計画を停止する通達を行った。GAOはこの件について、議会が定めた歳出を行政府が執行することを規定した執行留保統制法（Impoundment Control Act: ICA）に鑑み、プログラムの支出を遅らせることはICAに違反すると結論した。
