トランプ大統領は6月30日、連邦許可制度改革を発表し、連邦政府による審査が米国経済成長失速やエネルギーインフラ構築停止に繋がらない状況を確保すると発言した。この取り組みでは、大統領府が環境諮問委員会（Council on Environmental Quality：CEQ）を通して連邦政府全体における国家環境政策法（National Environmental Policy Act：NEPA）への準拠に伴う負担を軽減し、CEQから助言を受けながら、農務省、商務省、内務省、エネルギー省、連邦エネルギー規制委員会、運輸省、国防総省、米陸軍工兵隊がNEPA施行手順を簡素化し、効率的且つ適時的環境評価を確実に実施するために更新を行うことになる。また、①インフラ開発の迅速化とコスト削減のために、現行NEPA修正法で義務付けられた環境評価に期限及び報告書ページ制限を設定、②NAPA適用事例の明確化、③適用除外行為（categorical exclusion：CE）を作成し、他省庁のCEを導入してNEPA分析重複の最小化、などを実行する。
