厚生省（Department of Health and Human Services）は3月11日、バイオテロや流行性インフルエンザ、その他の公衆衛生の非常時に、医療措置（医薬品やワクチン、診断テスト）の開発に必要な臨床研究を計画及び実施する臨床研究ネットワークを確立した。このネットワークは5つの研究機関で構成される。厚生省準備・対応担当次官室（Office of the Assistant Secretary for Preparedness and Response: ASPR）傘下のバイオ医療先進研究開発局（Biomedical Advanced Research and Development Authority: BARDA）がこの臨床研究ネットワークの管理を行う。臨床研究ネットワークを構成するのは、EMMES社（EMMES Corporation）やPPDデヴェロップメント社（PPD Development LLC）など5社で、それぞれ2年間で少なくとも40万ドルを受注することが決まっている。
