国防総省（Department of Defense）は、「4年ごとの国防計画見直し（Quadrennial Defense Review: QDR）」を発表した。今回発表されたQDRは、①改訂版国防戦略（updated defense strategy）、②統合軍の再均衡（rebalance of the joint force）、③全志願兵の保護（protecting the all-volunteer force）という3つの広範なテーマで構成されている。一方、本QDRに関して戦略国際問題研究所（Center for Strategic and International Studies: CSIS）で発言した国防総省の高官によれば、今回のQDRには、「自動歳出削減措置が2016年度以降に復活した場合、米国の国防戦略におけるリスクは大幅に高まる」との懸念が根底にあるという。
