オバマ大統領は、米国のインフラへの民間資本の投入を促進することを目的として、「米国再建パートナーシップ（Rebuild America Partnership）」計画を発表した。同パートナーシップは、①雇用創出や最も必要とされるプロジェクトへの投資を狙いとした民間部門との提携（Partnering with the Private Sector to Create Jobs and Invest in the Projects We Need Most）、②州政府や地方自治体がインフラ投資を行うための柔軟かつ新しいツールの提供（Giving State and Local Governments Flexible New Tools to Invest in Infrastructure）、③ビジネスや労働者が成功するために必要な輸送ネットワークの構築（Building the Transportation Network Our Businesses and Workers Need to Succeed）、の3つで構成されている。①では、民間及び公的資本を活用し様々なインフラプロジェクトへの投資を目的とした国立インフラ銀行（National Infrastructure Bank）の設立が、②では様々なインフラプロジェクトを支援する米国前進債券（America Fast Forward Bonds）プログラムの設立が、③では「輸送インフラ資金調達・イノベーション法（Transportation Infrastructure Finance and Innovation Act: TIFIA）」などを通じた新たな競争的ファンディングなどが提案されている。
