アースジャスティス（Earthjustice）、環境貿易基金（Environmental Defense Fund）等は8月14日、「連邦による化石燃料発電所の維持命令に関する費用（The Cost of Federal Mandates to Retain Fossil-Burning Power Plants）」と題する報告書を発表した。エネルギー省（Department of Energy）は、化石燃料発電所の閉鎖を阻止しようとしており、これまでにミシガン州とペンシルバニア州にある発電所の所有者に対して、閉鎖が計画されていた発電所の運用を継続するよう緊急命令を発している。報告書によれば、こうした化石燃料発電所の維持は、2028年まで利用者に年間約31億ドルの負担をもたらす可能性があるという。報告書によれば、2028年末まで発電所を閉鎖せずに維持した場合の潜在的な年間費用が最も高いのはカリフォルニア州で3億8,900万ドル、次いでテキサス州（1億8,300万ドル）、コロラド州（1億7,800万ドル）となっている。
